  2. Isolate. The area is closed off and nobody enters it.
  3. Do not disturb. Undamaged asbestos in place is far less hazardous than asbestos that has been broken, swept or moved.
  4. Test. A sample is analysed to confirm whether asbestos is present and in what form.
  5. Appoint. Where confirmed, a contractor registered under the Asbestos Abatement Regulations, 2020 is appointed by the owner.
  6. Removal and clearance. The registered contractor removes the material and issues a clearance certificate.
  7. Resume. Demolition continues in that area on the strength of the clearance.

Effect on programme and cost

Asbestos adds time and money to a demolition, and the honest position is that neither is small. Testing turnaround, contractor appointment, the removal itself and clearance certification all sit between the discovery and the resumption of work. Hazardous disposal is the most expensive waste stream on any demolition. A survey before work starts is materially cheaper than a discovery mid-demolition, because a discovery stops a mobilised crew and machine.

Why the material is not simply removed carefully

Asbestos fibres cause mesothelioma and asbestosis, and the diseases present decades after exposure. Regulation restricts removal to registered contractors because containment, air monitoring, decontamination and disposal require specific equipment and competence. A demolition crew removing asbestos sheeting "carefully" exposes itself, the neighbours and the owner, and it is unlawful. The referral is not caution. It is the law.

Why Cape Town has so much of it

Asbestos-cement products were manufactured in South Africa for decades and used heavily in exactly the housing and industrial stock that now reaches demolition age. Corrugated fibre-cement roof sheeting was the default low-cost roof covering, and it appears across Cape Flats housing, mid-century suburbs, farm buildings, outbuildings and industrial sheds. What condition tells you, and what it does not

How it affects the demolition sequence

Where asbestos is known in advance, the demolition sequence is built around removing it first, intact, before any structural work begins. That ordering exists for a reason: once the machine starts, contaminated material mixes into general rubble and the entire waste stream is reclassified as hazardous. Testing, in practice

A sample is taken under controlled conditions by someone competent to take it, then analysed by a laboratory. Turnaround is usually days rather than weeks. The cost is small relative to a demolition, and trivial relative to the standing time a mid-demolition discovery generates.
